Recovery discs these days don't do operating systems - someone probably got it in their head that having the OS on a disc meant you could install eleventy-billion copies, and that had to be stopped.
Or they didn't want to pay the fees that would come with shipping an actual OS disc with the computer.
Or they thought that people would use the OS discs to reinstall the system without their crapware, and that just was unacceptable.
In all cases, however, there is serious RAGE about not actually getting an OS disc.
